Section 1
Introduction and Overview

Welcome to the BFI Film Festival 2024, taking place at the Royal Festival Hall.
This safety induction is provided by the Principal Contractor, DDA and details the key safety information relevant to working on site, including site rules, emergency contact information and required PPE some of which is Mandatory during the construction phases of the event.
It is the policy of DDA to promote the highest possible levels of health and safety so as to lead to the avoidance or reduction of risks to the health and safety of all persons who, may be affected by their business activities and to ensure compliance with all current UK H&S legislation.
DDA management makes specific commitments to its staff and contractors with regards to working safely, personal safety, care of the environment and being mindful of safety when managing all work activities that will take place during the event.
DDA's management considers that these issues are the responsibility of the Company’s management team and rank equally with that of finance, marketing, human resources, and commercial issues.
Once you have read and understood the health & safety information herein, please follow the link at the end of the presentation to confirm that you have understood and will comply with the safety requirements. A live list of persons completing the Site Safety Induction is held by the DDA Safety Advisor from ESS Consultants.
You MUST complete sign this Site Safety Induction before you are permitted to work onsite.
Contractor Risk Assessments and Method Statements (RAMS) must be submitted in advance of the work activity and be specific for the work taking place.

Royal Festival Hall is a Grade 1 listed below and care must be taken when moving equipment around the building to ensure no damage is caused. In the event that any damage occurs please report this immediately to your Production Manager who can liaise with the venue.
The Southbank Centre and areas within Royal Festival Hall remain public areas throughout the construction phases and as such please be mindful when you are working in public areas that their safety is paramount alongside your own.
Ensure all work equipment including tools and access equipment remain inside the secure working areas and the venue is left clean and tidy at all times.
Please also find below a copy of the exterior site plan. These plans are for reference. Please contact the production manager for up to date copies.

Section 2
Vehicles, MEWPS, Plant and FLTs

If you intend to operate plant, forklift trucks or vehicles you must ensure you are adhering to the safe working practices below:
- If you are operating plant, you must hold the relevant licence and have shared this with the production management prior to arriving on site. You MUST also have a copy of the licence with you.
- All MEWPS entering the immediate working area MUST have a banksman supervising all movements.
- Workers, contractors and deliveries to Royal Festival Hall to contact the Production Manager for their area on their arrival.
- The onsite speed limit is 5mph
- Any workers using MEWPS, or work that requires the use of a harness, must provide task specific RAMS, together with a detailed Rescue Plan.
- All workers accessing The Royal Festival Hall must keep to the designated pedestrian and vehicular routes around the site.
- Plant MUST be manoeuvred/ escorted by a banksman.
- Be aware of the public pedestrian and vehicular movement along Belvedere Road when unloading into the venue.
Section 3
Personal Safety

All workers and contractors MUST obtain, read and comply with the control measures detailed in their own Company Risk Assessments and Method Statements.
- All workers and contractors as a minimum MUST wear high visibility vests / clothing during the construction and de-rig phase of the event. You should have your high- visibility vest available for use immediately and not packed onto the back of your truck. Vehicle and traffic movements will be occurring during these times.
- Black vests are not permitted.
- Whilst operating on site safety footwear must be worn at all times.
- Hard hats MUST be worn when working in the roof space, on stage until tech rehearsals begin, whenever overhead work is being conducted, or as directed by the Production Manager, or your Company Risk Assessment.
- All other PPE must be worn that has been identified in your own Company Risk Assessment.
- It is important that you only conduct the work activity that you have been contracted to perform on site.
- Smoking will not be permitted in any place on site, except designated areas.
- Access-ways, means of escape, stairways and fire exits shall be kept free from obstruction at all times.
- All venue prohibition signs and other warning signs shall be complied with at all times.
- The site shall be kept clean at all times, with levels of noise controlled within the limits specified by the HSE.
- It is the responsibility of the contractor to ensure that all workers are fully aware of their role in the job as outlined in their company RAMS.
- No radios or music playing devices allowed on site.
- No shouting or swearing in any language allowed whilst on site.
- The use of alcohol and drugs is strictly prohibited on site.
Using Mobile (cell) Phones
- Use of mobile phones is prohibited whilst driving, operating vehicles, machinery, or safety critical tasks.
- You should be aware of your surroundings when making to receiving a call.
- You must never use your phone whilst working at height.
Section 4
Working at Height

Work MUST be planned to avoid work at height where possible, use work equipment or other measures to prevent falls where you cannot avoid working at height and ensure that measures are in place to prevent falling objects.
All work at height must be planned and included within your Company RAMS.
Main Stage
Please be aware when working on the main stage for screen, drape, PA, or tech installation that there is a live edge drop. Never work with your back to the live edge. Keep your distance from the edge. If necessary use a member of your team as a spotter
Ladders
- Ladders must be suitable for the activity being undertaken and should only be used for short duration tasks.
- Ladders must be placed on a firm stable surface and must be footed. Ladders should extend to the correct height for the work being undertaken.
- You must NOT work on the top two rungs of any ladder.
- NEVER use flight cases as access equipment.
Access Towers
- Access Towers must be built correctly by competent individuals with correct level of training (i.e. PASMA) and must include handrails, toe boards and outriggers. Handrails must be the correct height.
Harnesses (fall arrest / restraint)
- The Event Safety Advisor MUST be informed if you wish to use any form of harness prior to your work commencing.
- Harnesses MUST be worn and secured (clipped on) when working on live edges .
- Any live or leading edges must have adequate protection from falls.
Section 5
General Safety

- Gangways, means of escape and fire exits MUST be kept free from obstruction at all times.
- Good housekeeping is to be practiced at ALL times, ensuring all work areas are kept clean and tidy. Your work area must be tidied up at the end of day with all tools and equipment stored away safe and securely.
- Please ensure all waste / rubbish is disposed of promptly.
- Watch where you are going and look out for and avoid anything that may cause you to slip, trip, fall – don’t walk with your hands in your pockets or where your vision is obstructed and NEVER walk backwards.
- Bring to the attention of the Production Manager or Event Producer any issues involving Health & Safety; report all accidents, incidents and near misses.
- DO NOT come to work if under the influence of alcohol or drugs, no drinking alcohol is permitted or use of any drug unless under medical advice and with the knowledge of the event management, during the working day.
- Smoking is NOT permitted in any place on site, except in the designated areas.
- Any staff member or contractor whose level of alertness and / or ability is reduced due to illness or fatigue will not be permitted to work on site which could affect the health and safety of themselves and colleagues around them.
- Open toe shoes are strictly FORBIDDEN during the build and de-rig.
- All electrical equipment must be within a regular testing regime with evidence of testing in place.
- Lone working should be avoided as far as possible. Where lone working has to take place, you must ensure your risk assessment covers this type of work and includes the type of work you are engaged with and contact arrangements. You should ensure you have means of communication via radio or mobile.
The venue operate a permit to work safe system of work for a variety of activities or access to particular areas within the building. These include:
- the roof area, inc. any roof and ceiling voids,
- confined spaces,
- plant rooms,
- the tunnel linking the three buildings,
- any hot works (including for example welding or grinding)
Permits are issued through the Technical Services Team.
Please contact your Production Manager or DDA Event Producer before commencing to ensure the appropriate permit has been issued.
Section 6
Welfare

- The Southbank Centres will have welfare points with water supplied throughout back stage areas.
- There are suitable and sufficient toilets on site, PLEASE keep them clean.
- Hand sanitisers are available. You MUST maintain good personal hygiene whilst on site.
Section 7
First Aid

Production will supply a comprehensive First Aid kit, which will be located within the Production Office, and clearly marked as such.
Medical team onsite will be provided by First Aid Cover. They can be contacted in person or via radio. They will be based in the auditorium during the construction phase.
The Southbank Security Team also have fully qualified first aiders available 24/7, contact them either on the emergency number above or through the Event Manager or the venue Production Manager on duty.

Section 8
Emergency Procedures

In the event of an emergency, it may be necessary to evacuate the entire venue or individual areas of the venue. The process of emergency evacuation carries its own risks and will therefore only be undertaken when absolutely necessary.
Southbank Centre Fire Alarm Info
Sounds and testing carried out once a week before 8am.
If you do hear the alarm please leave the building by the nearest available exit and make your way to the Assembly Point. It is important that you identify the nearest fire exits to where you are working. If you are working outside, make sure you have a way of being contacted in case your building is evacuated.
- Raising the alarm – call points are located on exit routes around the building. If you discover a fire you should press the nearest call point and leave the building by the nearest available exit and make your way to the Assembly Point.
- Fire extinguishers – do not use unless you are trained and competent to do so. Do not take risks. Improper use such as using to prop open doors may result in your removal from site.
- Exit Routes – never block an exit or allow build up of combustible material
Evacuation Procedure
- Chief fire marshal – orange high vis their role is to check people off and give the all clear
- Fire marshals – yellow high vis and their role is to sweep and report issues to the CFM
- Assembly point – flag pole Jubilee Gardens
- Evacuation of staff and public with limited mobility

In the event of a fire onsite your safety is paramount. Do not attempt to fight a fire unless it is safe to do so and only if you have the appropriate training to use the fire extinguishers onsite.
Smoking and e-cigarettes
Smoking and vaping is not permitted in the Southbank buildings or on balconies or other areas attached to the building. Smoking is only permitted externally away from entrances to the buildings.
Section 9
Security

Please recognise that we are all experts in our workplace, and we are ideally placed to spot when something is amiss.
In this period of heightened alert, it is vital to remain vigilant, trust our instincts and report any suspicious behaviour to the Production Manager or the DDA management team immediately.
An emergency liaison team is in place at the event, with key roles providing key decisions on emergency incidents.
The event site has a 24 hour security presence.
