Section 1

Introduction and Overview

Welcome to the onsite induction for the Final Fantasy Festival 2023, taking place at ExCel, London.

This safety information is for all construction staff / contractors etc. who require access to the event site during the construction phases. The safety induction is provided by AFL Associates and details the key safety information relevant to working on site, including site rules, emergency contact information and required PPE some of which is MANDATORY

It is the policy of JDB Technical and Square Enix management to promote the highest possible levels of health and safety so as to lead to the avoidance or reduction of risks to the health and safety of all persons who, may be affected by their business activities and to ensure compliance with all current H&S legislation.

JDB Technical and Square Enix management makes specific commitments to its staff and contractors with regards working safely, personal safety, care of the environment and being mindful of safety when managing all work activities that will take place during the event.

Once you have read and understood the information, please follow the link at the end of this induction to confirm. A live list of persons completing the induction will be held by the event safety advisor. You MUST read and confirm you understand the content before you are permitted to work on site.

Site core operational times during build and de-rig are between 08.00 and 22.00. If you require access outside of these times, you MUST contact the Production Manager with at least 24 hours’ notice

Contractor Risk assessments and method statements (RAMS) MUST be submitted and be specific for the work taking place.

RAMS will be held in the site safety file.
These will also be forwarded to the Event Safety Advisor prior to works starting.

Site Rules

Whilst working on site, you MUST adhere to the site rules which are designed to keep you, your staff, and other people safe.

The site rules are outlined in the relevant sections below.

Please ensure you read them carefully, understand the rules that are in place and ensure you follow them whilst working on site.

Section 2



Plant, MEWPS, and Vehicles




If you intend to operate plant, MEWPS, or vehicles you MUST ensure you are adhering to the site rules:

  • If you are operating plant, you MUST hold the relevant licence and have shared with the principal contractor prior to arriving on site. You MUST also have a copy of the licence with you.
  • All MEWPS entering the immediate working area MUST have a banksman supervising all movements.
  • Site speed limit on both sites is 5mph
  • Any person using MEWPS, or work requires the use of a harness, MUST provide a task specific RAMS, together with a detailed Rescue Plan.

Public Pedestrian Access

All persons accessing the venue should be aware of the pedestrian and vehicular movement around the site.

  • Plant equipment MUST adhere to 5mph onsite at all times and be manoeuvred / escorted by a banksman.

Deliveries and Suppliers

  • Workers, contractors and deliveries should contact the Production Manager regarding their arrival on site.
  • The onsite speed limit is 5mph.

Personal Safety

  • All workers and contractors MUST obtain, read and comply with the control measures detailed in their own Company Risk Assessments and Method Statements.
  • All staff and contractors as a minimum MUST wear high visibility vests / clothing during the construction and de rig phase of the event. You should have your high- visibility vest available for use immediately and not packed onto the back of your truck. Vehicle and traffic movements will be occurring during these times.
  • Black vests are not permitted.
  • Persons lifting and or carrying MUST wear appropriate footwear, including steel toe capped shoes. No open toe shoes are permitted during these phases.
  • All other PPE MUST be worn that has been identified in your task risk assessment.
  • Contractors MUST sign in at arrival at the designated site working area and check that the correct PPE is worn.
  • It is important that you only conduct the work activity that you have been contracted to perform on site.
  • Smoking will not be permitted in any place on site, except designated areas.
  • The principal contractor shall undertake site safety inspections and audits.
  • Hard hats MUST also be worn whenever overhead work is being conducted, or as directed by your own risk assessment.
  • Whilst operating on site, hard hats, hi visibility jackets/ tabards and safety footwear MUST be worn at all times, and PPE made available to and maintained by staff, contractors, and sub-contractors at all times.
  • Access-ways, means of escape and stairways and fire exits shall be kept free from obstruction at all times.
  • The access and egress routes shall be kept clean and free from spills, debris, and other material at all times.
  • All the venue prohibition signs and other warning signs shall be abided by at all times.
  • The site shall be kept clean at all times.
  • Levels of noise controlled within the limits specified by the HSE.
  • A Risk Assessment and Method Statement (RAMS) is a requirement of the Health and Safety at Work Act 1974, and it is intended to provide both the client and the individuals that are conducting the work, the necessary information to conduct the work in a safe way. It is essential that a copy of all contractor RAMS are kept on site for the inspection by all personnel.
  • It is the responsibility of the contractor to ensure that all operatives are fully aware of their role in the job which is outlined in their company RAMS.
  • No Radios or music playing devices allowed on site.
  • No shouting or swearing in any language allowed whilst on site.
  • The use of alcohol and drugs is strictly prohibited on site

Working at Height

  • All work at height MUST be planned and included within your task RAMS.
  • Ladders MUST be suitable for the activity being undertaken and should only be used for short duration tasks.
  • Ladders MUST be placed on a firm stable surface and MUST be footed. Ladders should extend to the correct height for the work being undertaken. You MUST NOT work on the top two rungs of any ladder.
  • DO NOT use flight cases as access equipment.
  • Access Towers MUST be built correctly by competent individuals with correct level of training (i.e., PASMA) and include handrails, toe boards and outriggers. Handrails MUST be the correct height.
  • The Event Safety Advisor MUST be informed if you wish to use any form of harness prior to your work commencing.
  • Harnesses MUST be worn and secured (clipped on) for anyone working on live edges or as per your risk assessment. Your risk assessment SHOULD confirm whether you are using fall restraint or fall arrest as part of your working at height safety.
  • Any fall arrest arrangements MUST have a specific and suitable rescue plan in place.
  • Any live or leading edges MUST have adequate protection from falls. This should be detailed within your RAMS.

Any set or construction activity that includes bench saws (or cutting activity producing dust), suitable extraction arrangements MUST be in place, with correct PPE including eye protection and correctly fitting face mask. A risk assessment and method statement MUST be provided to production, with suitable area used for such work. Such activity will need to be confirmed by the venue

    Using Mobile Phones

    Use of mobile phones is prohibited when:

    • Working at Height
    • Driving
    • Operating Plant
    • Using work equipment or machinery

     

    Do not walk around the site whilst using a mobile phone. If you need to receive or make a phone call sit down somewhere safe!

    Section 4


    Smoking, Hot Works and Fire

    The working areas are NO SMOKING. Smoking is only permitted in designated areas. Vaping is classed the same as smoking and we ask all persons to smoke and vape in the designated area. All smoking paraphernalia is to be fully extinguished once you have finished smoking.

    Hot works are subject to permits. If you think you will need to conduct works (including, but not limited to; grinding, welding, soldering), then you MUST contact the Event Safety Advisor or your Production Manager to obtain a permit. Relevant firefighting equipment MUST be available, with an allocated fire watch and permit must be in place, which will be authorised by one of the fire officers.

    Fire Extinguishers will be present and positioned at key points across the site. Do not attempt to fight a fire unless it is safe to do so and only if you have the appropriate training to use the fire extinguishers onsite

    In the event of an emergency, it may be necessary to evacuate the entire venue or individual areas of the venue. The process of emergency evacuation carries its own risks and will therefore only be undertaken when absolutely necessary.

    Fire Action

    On discovering a fire, staff should immediately retreat from the fire, activate the nearest call point and advise a security guard, Event Safety Advisor or Production Manager.

    Telephones have been installed at key locations throughout the ExCel London centre i.e., Hall Entrances, Exits and Stairwells. Telephones are located at all entrance and exits from the halls. To call from an external line add the prefix 020 7069 XXXX.   

     

    Muster Points will be pointed out during the Fire Safety Briefing and a description of the fire procedures in place. It is expected that this will be undertaken by ExCel London’s own Fire Safety Officers.

     

    In the event of a fire report event staff will hear the following instructions broadcast over the public address system.

     

    "ATTENTION PLEASE, ATTENTION PLEASE, MR GOODFELLOW REPORT TO THE SECURITY SUITE"

     

    If an evacuation is necessary, you will hear the following announcement broadcast over the Public address system, use the nearest available Emergency Exit route to the appropriate Assembly Point.

     

    "ATTENTION PLEASE. ATTENTION PLEASE. HERE IS AN IMPORTANT ANNOUNCEMENT. IT IS NECESSARY TO ASK EVERYONE TO LEAVE THE BUILDING. PLEASE MAKE YOUR WAY CALMLY TO THE NEAREST EXIT. DO NOT RETURN TO YOUR VEHICLES. EVERYONE WILL BE RE-ADMITTED AS SOON AS POSSIBLE".

     

    The fire procedure is cancelled by the following instructions  broadcast over the public address system.

    "ATTENTION PLEASE. ATTENTION PLEASE. MR GOODFELLOW IS NO LONGER REQUIRED".

     

               

     

    Remember

    • Please do not go back into the building until specifically told to.
    • Report any missing person to the fire warden or the fire brigade.

    First Aid



    JDB Technical will supply a comprehensive First Aid kit, which will be located within the Production Office, and clearly marked as such.

    ExCel London has its own Medical Centre that will be staffed during the event, build and breakdown. The Medical First Aid is on Level 0, between N4 and S4 boulevard shutters, downstairs.

    The nearest hospital to ExCel with an operational A&E Unit is 1.1 miles away and is detailed below:

    Reporting

    The following events are to be reported to the Event Safety Advisor:

    Housekeeping and Welfare


    There are suitable and sufficient toilets on site, PLEASE keep them clean.

    Hot water and soap are available at the venue.

    You MUST maintain good personal hygiene whilst on site.

    Drinking water points are located along the boulevard.

    Please ensure all waste / rubbish is disposed of correctly

    Security and Emergency Arrangements

    If you notice anything suspicious or, out of place within your working area please notify the security staff, the Production Manager or Event Safety Advisor immediately.

    Please recognise that we are all experts in our workplace and we are ideally placed to spot when something is amiss

    In this period of heightened alert, it is vital to remain vigilant, trust our instincts and report any suspicious behaviour to the Event Management Team immediately.

    The ‘Stay Safe’ principles (Run, Hide, Tell) give some simple actions to consider at an incident and the information that the local police may need in the event of a firearms and weapons attack.

    RUN HIDE TELL

    • if there's nowhere to go, then...

    HIDE

    • It’s better to hide than to confront.
    • Remember to turn your phone to silent and turn off vibrate.
    • Barricade yourself in if you can.
    • Then finally and only when it is safe to do so…

    TELL

    Call SECURITY on an internal or mobile phone

    What do the local police need to know?

    • Location – Where are the suspects?
    • Direction – Where did you last see the suspects

    If you discover a lost or unattended item, either in or around the venue and red carpet, adopt the H O T assessment procedure:

    H = HIDDEN

    • Has it been concealed or hidden from view?
    • Bombs are unlikely to be left in locations such as this - where any unattended item will be noticed quickly.

    O = OBVIOUSLY SUSPICIOUS

    • Does it have wires, circuit boards, batteries, tape or putty-like substances?
    • Do you think the item poses an immediate threat to life?

    T = TYPICAL

    • Is the item typical of what you would expect to find in this location?
    • Most lost property is found in locations where people congregate
