Section 1

Introduction and Overview

Welcome to the onsite induction for Cisco Live 2023, at the RAI Amsterdam.

This safety induction is provided by AFL Associates on behalf of George P Johnson, the Principal Contractor (GPJ).

This induction (in addition to the previous video) outlines the key safety information relevant to working on site, including safe working practices, site rules, emergency procedures, contact information and PPE requirements – some of which are MANDATORY.

Once you have read and understood the information, please follow the link at the end of this induction to confirm.

A live list of persons completing the induction will be linked to the Event Registration System.  Your event pass will not be issued unless you have completed this induction successfully.

Site operational times during build are 0800hrs – 2330hrs daily.  Dates and times for individual halls/areas and closure times may vary. 

Please consult the GPJ Production Manager for the Hall to identify the daily working hours for your area.

If you require access outside the published times, you must contact the GPJ Production Manager giving at least 24hours notice.

Risk assessments and method statements (RAMS) as well as proof of Public Liability Insurance must be submitted by your company and be specific for the work taking place

During the construction and de-rig phases of the event, all contractors are responsible for the safety management of their staff and sub-contractors.  In addition, the site activities will be monitored by the GPJ Event Safety Advisors, the GPJ Production Managers as well as the RAI Health & Safety Team.

Site Rules

Whilst working on site at the RAI, you must adhere to the site rules outlined in the RAI induction video and this induction which are both designed to keep you, your staff, members of public, and other people safe.

You must isolate your work area from unauthorised access.

The site rules are outlined in the relevant sections below, and also referenced in the previous video.

Please ensure you read them carefully, understand the rules that are in place and ensure you follow them whilst working on site.

Access

Those event staff and contractors requiring access to site on 29th to the 31st January will be required to undergo the RAI Safety Induction on arrival to obtain a temporary pass.  This is in addition to this induction.  The RAI will be provided with the list of those personnel requesting access on these dates.

From 1st February, all Event Staff and Contractors will access the RAI via Entrance F.  Crew Registration is based at this Entrance.  You MUST go to Crew Registration on arrival to collect you Cisco Event Pass.  No access to the halls is permitted without your event pass.  The RAI pass will expire at 2330hrs on 31st January.  Please note that you will be required to show Photo ID each day on arrival at the venue as well as your event pass.

Section 2



Plant, MEWPS, Vehicles and Trailers




If you intend to operate plant, vehicles or trailers, you must ensure you are adhering to the site rules:

  • If you are operating plant, you must hold the relevant license and have it with you. A copy must be shown to the Event Safety Advisor, before any plant can be used.
  • If you are working above 2.5M, you must wear a safety harness as outlined in the RAI safety video.
  • When working at height in a MEWP, a rescue plan must be in place to extract any person falling into their harness.
  • The speed limit is restricted to 5kph inside the venue (walking speed). Where warning lights are installed on vehicles (flashing beacons), these must be in operation. DO NOT use your hazard lights whilst moving.
  • The use of scooters/bicycles etc is NOT permitted within the halls during the construction, de-rig phases or event open periods.
  • Please be aware that around the outside of the venue and between some of the access points to the RAI there are public paths and roads which are used by cyclists.  Please be very vigilant when around these areas to avoid incidents.
  • Be aware of moving vehicles around the exterior of the building and the loading bay areas

Public Pedestrian Access

Pedestrians may be present around exterior areas of venue - you must adhere to the vehicle speed limit:

5kph internal areas
10kph external areas

Large vehicles accessing the loading areas/halls must be supported with a banksman and particular attention paid to pedestrians in these areas.

You must follow the instruction of security and the RAI staff when moving around the site, or accessing areas.

The use of scooters/bicycles etc is NOT permitted within the halls during the construction, de-rig phases or event open periods.

Deliveries and Suppliers

  • Materials required for the installation or work are to be offloaded in the designated areas.
  • If you require access to the halls for specific deliveries/off-loading/loading  this must be agreed with the GPJ Production Manager.

Section 3


Personal Safety

  • During the construction and derig phase all staff and contractors as a minimum MUST wear safety footwear, high visibility vests / clothing and have head protection available. You should have your high visibility vest available for use immediately before accessing the venue and not packed on the back of your truck or bag.
  • Black vests are not permitted.
  • All other PPE must be worn that has been identified in your task risk assessment.
  • During the construction phase and when hard hats are required, a Red Light will show outside the hall.  Once it is deemed that the construction phase is completed this will be turned off and access will be available for those without full PPE.  However, at all times, sturdy footwear should be worn – no soft soled shoes or open toed shoes are permitted at any time except during the event open periods.
  • It is important that you only conduct the work activity that you have been contracted to perform on site.
  • There is a strict no alcohol or intoxicating drugs  policy in place on site at all times.  If you are found to be intoxicated, you will be removed from site.
  • The use of mobile phones is prohibited when undertaking safety critical tasks, including whilst driving or operating vehicles or machinery. Always be aware of your surroundings when making and receiving calls / text. Make sure you are in a safe place before using your mobile phone.
  • Hard hats must be worn whenever overhead work is being conducted or as directed by the GPJ Production Manager or your own risk assessment.  During the initial stages of the Construction Phase, if any overhead work is taking place within the hall, the wearing of hard hats will be mandatory throughout.  Please make sure that you carry yours with you at all times.
  • Watch out for trip hazards, running cables, hanging cables and general equipment during the build / derig periods. Please report any spillages or slip hazards to the GPJ Production Manager, Event Safety Advisor, or member of the RAI Security Staff.
  • Please avoid entering areas where construction is taking place and/or there is plant movement if you are not required to work in these areas.  Do not take short cuts across halls – use the designated safe routes around the venue whenever possible.
  • No Radios or music playing devices allowed on site
  • No shouting or swearing in any language allowed whilst on site

Working at Height

  • All work at height must be planned and included within your task RAMS. All work at height must conform to the working at height control measures you have identified in addition the RAI and GPJ site rules.
  • Ladders must be suitable for the activity being undertaken and should only be used for short duration tasks.
  • Ladders must be placed on a firm stable surface and must be footed. Ladders should extend to the correct height for the work being undertaken. You must NOT work on the top two rungs of any ladder.
  • DO NOT use flight cases as access equipment.
  • Access Towers must be built correctly with handrails, toe boards and outriggers. Handrails must be the correct height .
  • Harnesses MUST be worn and secured (clipped on) for any one working on trusses or at height. Your risk assessment must confirm whether you are using fall restraint or fall arrest as part of your working at height safety.
  • Any live or leading edges must have adequate protection from falls. This should be detailed within your RAMS.

Any set or construction activity that includes bench saws (or cutting activity producing dust), suitable extraction arrangements must be in place, with correct PPE including eye protection and correctly fitting face mask. A risk assessment and method statement must be provided to production, with suitable area used for such work. Such activity will need to be confirmed by the venue

    Covid-19

    The Government in the Netherlands currently have no Covid-19 related restrictions in place.  Cisco are not requiring staff or participants to be fully vaccinated, however it is strongly encouraged and would also encourage everyone attending to have a negative Covid-19 test result in place in the 24 hours before attending site, and to complete self-tests daily.  If you feel unwell or begin to experience any Covid-19 symptoms do not attend site or intact with others.  Speak to your Supervisor/GPJ Production Manager for further advice.

    Section 4


    Smoking, Hot Works and Fire

    The working areas are no smoking. This includes the use of e cigarettes. Smoking is only permitted in designated smoking areas.

    Hot works are subject to permits. If you think you will need to conduct works (including, but not limited to; grinding, welding, soldering), then you must contact the GPJ Production Manager or Event Safety Advisor to obtain a permit. Relevant firefighting equipment must be available, with an allocated fire watch.

    In the event of a fire onsite your safety is paramount. Fire Extinguishers will be present throughout the venue and positioned at key points across the site. Do not attempt to fight a fire unless it is safe to do so and only if you have the appropriate training to use the fire extinguishers onsite.

    Discovering a Fire:

    On discovering a fire:

    • Raise the alarm by operating a call point or.
    • On hearing the call all persons should make their work areas safe and make their way to the nearest fire assembly point, following the RAI emergency procedures.

    Production to confirm that all staff and sub contractors are accounted for

    All staff will have access to the RAI fire and emergency procedures, which are clearly displayed throughout the venue.

    • All contractors, suppliers and HOD's to make a roll call of their employees onsite
    • Leave the area immediately and report to your manager at the fire assembly point, as directed by the RAI security staff.

    Section 5


    First Aid



    There will be two First Aid Rooms manned during all tenancy hours.  They are located near to Halls 9 & 10 and in the lower concourse under Entrance D. 

    There will also be a roaming first aider on site.  The first aid rooms will be contactable via event radio and also through the RAI security staff/radio system. 

    Each production office will also have a first Aid kit for use for minor injuries/cuts etc, and any first aiders on the production team will be identified.

    In case of incident, accident requiring first aid/medical attention you must:

    If the person requiring medical attention is able to do so, they should be directed to go to the nearest first aid room for treatment. 

    If the event that the person requiring medical attention is unconscious/unable to walk, call the medic to the location using a radio, or alert the GPJ Production Manager/Event Safety Advisor.  Give as clear and concise information as possible by identifying the reason, the location* and number of persons involved.  Stay at the scene if safe to do so until medical support arrives. 

    *Give both the hall number and Cisco description – i.e hall 1, the Hub.

    All accidents, incidents or near misses must be reported to the GPJ Event Safety Advisor or Production Manager immediately or following treatment.

    In the unlikely event that the medics cannot be contacted, call the RAI emergency number +31 (0)20 549 1234. The venue medical/security are better placed to speak with the ambulance service to advise of location to ensure swift response.

    Reporting

    The following incidents/events are to be reported to the GPJ Event Safety Advisor/Production Manager/RAI Safety Team:

    ●     Accidents

    ●     Near Miss

    ●     Breach of Security

    ●     Fire

    ●     Property Damage

    Dependent on the severity of the incident will dictate the level of investigation

    Housekeeping and Welfare


    • Good housekeeping is to be practiced at all times, ensuring all work areas are kept clean and tidy so far as is reasonably practicable.
    • All areas must be tidied up at the end of day with all tools and equipment stored away safe and securely. Please ensure all waste / rubbish is disposed of into the bins provided.
    • Toilets are provided for the use of production staff and contractors onsite throughout the venue.
    • Water will be available throughout the tenancy located around the venue. Please bring your own re-usable/ refillable bottle with you.

    Structures and Rigging

    • Once structures and rigging have been completed, they MUST be signed off before the event is live.
    • All lifting / slinging of trusses and operating of motor controls must only be carried out by competent persons.
    • Areas below moving trusses must remain clear at all times.

    Section 8

    Security and Emergency Arrangements

    On hearing the fire alarm or an evacuation message, you must leave by the nearest exit and report into the assembly point.

    If you notice anything suspicious or out of place within your working area please notify the RAI Security, GPJ Production Manager or Event Safety Advisor immediately.

    In the event of an evacuation, please ensure you report to your Head of Department or Manager to alert them that you are safely at the assembly point / in a place of safety. Heads of Departments / Managers must in turn advise the GPJ Production Manager or Event Safety Advisor that their team is safely at the assembly point.

    Please recognise that we are all experts in our workplace and we are ideally placed to spot when something is amiss

    It is vital to remain vigilant, trust our instincts and report any suspicious behaviour to your HOD or GPJ Production Manager immediately

    The ‘Stay Safe’ principles (Run, Hide, Tell) give some simple actions to consider at an incident and the information that the local police may need in the event of a firearms and weapons attack.

    RUN HIDE TELL

    RUN

    • to a place of safety
    • this is far batter option than to surrender or negotiate
    • if there's nowhere to go, then...

    HIDE

    • It’s better to hide than to confront.
    • Remember to turn your phone to silent and turn off vibrate.
    • Barricade yourself in if you can.
    • Then finally and only when it is safe to do so…

    TELL

    Call 88 on an internal phone

    What do the local police need to know?

    • Location – Where are the suspects?
    • Direction – Where did you last see the suspects

    If you discover a lost or unattended item, either in or around the venue and red carpet, adopt the H O T assessment procedure:

    H = HIDDEN

    • Has it been concealed or hidden from view?
    • Bombs are unlikely to be left in locations such as this - where any unattended item will be noticed quickly.

    O = OBVIOUSLY SUSPICIOUS

    • Does it have wires, circuit boards, batteries, tape or putty-like substances?
    • Do you think the item poses an immediate threat to life?

    T = TYPICAL

    • Is the item typical of what you would expect to find in this location?
    • Most lost property is found in locations where people congregate
